Cruise Ship Operator Strands Hundreds in Cambodian City Facing Crime and Scam Crackdown

Hundreds of passengers on a global voyage have found their journey unexpectedly halted in Sihanoukville, Cambodia, as the operator of the ship, Villa Vie Residences, faces financial difficulties. The company informed around 200 passengers aboard the Villa Vie Odyssey to disembark in the port city, citing "extraordinary increases in fuel costs" that have put its operating model under "unsustainable financial pressure."

Sihanoukville, once a coastal resort town, has undergone a significant transformation in the past decade, marked by a surge of Chinese investment that led to the construction of numerous casinos and large developments. However, the region's fortunes shifted following the pandemic and a crackdown on online gambling by the Cambodian government. This led to business struggles, and some properties were reportedly taken over by criminal networks and repurposed as bases for online scams, drawing the city into a nationwide focus on cybercrime.

The city is now struggling to regain its appeal. Cambodia's international visitor arrivals saw a substantial decrease in the first half of 2026, exacerbating the challenges for a destination already grappling with a damaged reputation. Local businesses report a significant downturn in trade, with one restaurant worker noting a lack of customers. The situation has become so concerning that Intrepid Travel announced in 2020 that it would cease including Sihanoukville on its itineraries, citing overtourism, a growing crime rate, pollution, and extensive construction.

The UK Foreign Office has issued multiple warnings regarding Sihanoukville, highlighting issues such as petty crime in tourist areas and beaches, and advising caution due to risks of motorcycle theft. The warnings also mention instances of sexual assault and scams, including the use of fake currency. Furthermore, organized crime groups are known to traffic victims to secure compounds in and around Sihanoukville and its surrounding areas.

The area has fallen under a nationwide crackdown on online scams and other crime

Recent law enforcement actions in Sihanoukville include the arrest of 29 individuals in connection with suspected scam operations. A report by the International Institute for Strategic Studies identified Sihanoukville as a significant Southeast Asian criminal hub, contributing to regional and global security concerns due to issues with scam compounds, online fraud, and human trafficking.

In a statement, Villa Vie Residences indicated it is working with passengers to coordinate disembarkation and temporary arrangements, while exploring restructuring and recapitalization alternatives over the next 60 days. The company has been approached for further comment.
