Costco Faces Shopper Backlash Over New Executive Membership Policy
The warehouse retailer is strictly enforcing a 'VIP hour' for premium members, sparking frustration among regular customers.
Costco shoppers are expressing discontent as the company prepares to fully enforce new membership policies nationwide that critics argue favor higher-paying customers. The policy, dubbed 'VIP hour,' grants Executive Members exclusive access to stores an hour before general admission, a perk that has left many standard members feeling excluded.
Beginning September 1, Costco employees will strictly enforce these rules, turning away shoppers with standard memberships who attempt to enter stores during the exclusive window. Executive Members will have access from 9 a.m. to 10 a.m. on weekdays and from 9:30 a.m. to 10 a.m. on Saturdays. All other members must wait until 10 a.m. to enter.
The policy, introduced in June, is intended as a benefit for customers who pay for Costco's premium Executive Membership, which costs $130 annually. Standard Gold Star and Business memberships are priced at $65 per year. The company states the perk is designed to reward its most loyal customers with a less crowded shopping experience.
However, the move has drawn criticism from shoppers who argue they already pay for access to Costco stores and should not be treated as secondary customers. Many took to social media to voice their frustrations upon the policy's initial announcement, with some stating that access "should be for all members."
Critics contend that the retailer is establishing a two-tier system, where premium members gain earlier access to products and potentially shorter checkout lines, while others are made to wait. This comes as Costco has increasingly focused on promoting Executive Memberships, which are a significant revenue driver. Although fewer than half of Costco members subscribe to the Executive tier, these customers account for approximately 73 percent of total sales, according to Business Insider.
While Costco maintains the policy is simply an added benefit for premium members, detractors argue it effectively penalizes others by restricting their access during the initial hour of operation. For many regular shoppers, this means arriving at the warehouse only to wait while Executive Members have the first opportunity to select from available inventory.
The stricter enforcement signifies the end of a grace period that had allowed some locations to continue admitting standard members early. Now, customers nationwide are expected to experience the full impact of the policy.
This backlash occurs amid Costco's continued success. The retailer remains a popular choice for consumers, attracting loyal customers with its bulk discounts, Kirkland Signature products, and unique shopping experience. Despite concerns about inflation and consumer spending, Costco has consistently reported strong financial results, with membership numbers and sales growth remaining robust. Renewal rates in the U.S. and Canada have stayed above 90 percent, and the company's stock performance has made it one of the best-performing major retail companies in America.
